What specific statue might have been violated investigators should examine? Was the pre-election testing required by 5.84 conducted? At the end of election day, were the ballots secured per administrative rule 5? See: http://www.legis.state.wi.us/rsb/code/gab/gab005.pdf If the ballots were sealed, who opened them to look at them to see how many people voted for more than 2 candidates? Was this done by the Board of Canvassers at a properly noticed public meeting? Does the GAB have a procedure for handling an incident, including securing all materials and opening them only in a public forum?

Did the Board of Canvassers record their meeting, or do they have minutes of the meeting? Was a touchscreen voting machine removed from the polling place in mid-afternoon? Was the paper tape and memory card properly secured, or did people have access to them out of view of the public?

It's not that big a deal.

The irony is that this should have been easily caught if anyone had been thinking. If you were electing for 4 offices with 6 candidates, you would not need a primary. Why didn't electronic machines fed paper ballots kick them out? Why didn't electronic touchscreen voting machines refuse flawed "overvoted" ballots that were cast AND counted? Were "just a few" "50+/-" illegal "overvotes" counted or were there more? Who is ultimately responsible for "spoiled votes " due to instruction errors?
